2. Detection isn’t enough — provenance and escrow could help. Machine learning can flag bad ads, but it struggles with nuanced scams and evasive actors. Adding stronger advertiser provenance (KYC for high-risk verticals) and escrow or staged release of merchant payouts for suspicious categories could reduce fraud while preserving legitimate ads. That’s a policy and product design route platforms rarely discuss publicly but could materially cut scam impact.

The wider industry picture — and what regulators are watching

Other ad platforms and app stores face similar problems, but the scale at Meta is unique because of its massive ad network and social targeting. Regulators in Europe and the U.S. have already scrutinized ad transparency and consumer harms; revelations like Reuters’ typically accelerate inquiries, fines, or new rules about platform accountability and auditing. Expect policy-makers to press for more third-party audits and mandatory reporting of scam-ad takedowns.

What Meta might actually do about it

If Reuters’ figures are broadly accurate, the story underscores a painful reality: content moderation and ad safety are not purely technical problems—they’re governance problems with financial incentives. Platforms must balance advertiser protections with user safety, and right now the incentives may be misaligned.

Meta says it’s making progress. Independent verification, better KYC for advertisers, escrow mechanics, and regulatory oversight could help fix structural weaknesses. If platforms won’t change quickly on their own, regulators and advertisers (who want a clean marketplace) may force the issue.
